This collaborative endeavor is mandated by Paragraph 24 of the Cabinet of Ministers Regulation No. 686, enacted on October 9, 2007, titled “Regulations on the content and procedure for the development of the nature protection plan for a specially protected nature area.” Your valuable insights and active participation are paramount in ensuring the creation of a robust and effective plan that safeguards the unique biodiversity and ecological integrity of our marine environment for generations to come.
This second meeting will build upon the foundational discussions and initial findings from our first gathering, delving deeper into the scientific research, data analysis, and strategic planning that will underpin the Nature Protection Plan. We will explore the intricate web of life within our PMAs, from the fascinating underwater habitats to the vibrant fish communities and the diverse bird populations that rely on these coastal ecosystems. Your expertise and perspectives will be instrumental in shaping the zoning strategies and the specific conservation measures outlined in the plan.
A Glimpse into Our Agenda:
The second Consultative Group meeting will feature presentations by leading experts in marine ecology, conservation, and data analysis. The agenda is carefully structured to provide you with a comprehensive overview of the scientific basis and the proposed framework for the Nature Protection Plan.
10:00 – 10:10: Opening of the Meeting and Introductions
The meeting will commence with a welcoming address by Gita Strode, the Director of the Department of Nature Conservation (DAP). This session will set the stage for the day’s discussions and provide an opportunity for participants to briefly introduce themselves.
10:10 – 10:40: Research and Management of Underwater Habitats for Their Protection
Ingrīda Andersone, the dedicated Project Manager from the Latvian Institute of Hydroecology (LHEI), will present the latest research findings on the diverse and often fragile underwater habitats within our Protected Marine Areas. This presentation will highlight the ecological significance of these habitats, the threats they face, and the proposed management strategies aimed at ensuring their long-term protection and resilience. We will explore the importance of benthic communities, the role of structural habitats, and the impact of human activities on these vital ecosystems.
10:40 – 11:10: Ecological Research and Sustainable Management of Fish Communities
Ivars Putnis, the experienced Project Manager from the Institute of Food Safety, Animal Health and Environment "BIOR," will delve into the ecological dynamics of fish communities within the PMAs. This session will cover the findings of recent ecological research, focusing on species diversity, population trends, and the intricate food web interactions. Mr. Putnis will also discuss sustainable management approaches that aim to maintain healthy fish populations while considering the broader ecosystem context and the needs of various stakeholders.
11:10 – 11:40: Research and Protection of Bird Populations
Aivars Petriņš, the Project Ornithologist from theNature Conservation Agency (DAP), will present the latest research on the bird populations that rely on the Protected Marine Areas for breeding, foraging, and migration. This session will highlight the ecological importance of these coastal habitats for avian species, the threats they face (such as habitat loss and disturbance), and the proposed conservation measures to ensure the long-term survival and well-being of these bird populations. We will discuss key species, their ecological roles, and the strategies for mitigating human impacts.
11:40 – 12:00: Break
A short break will be provided to allow participants to refresh and prepare for the afternoon sessions.
12:00 – 12:40: Data Analysis Methods for the Creation of the Nature Protection Plan
Andris Avotiņš, the leading Data Analytics Expert and researcher from the Institute of Food Safety, Animal Health and Environment "BIOR," will provide insights into the sophisticated data analysis methods being employed to inform the development of the Nature Protection Plan. This presentation will showcase how ecological data, spatial information, and other relevant datasets are being integrated and analyzed to identify key conservation priorities, assess the effectiveness of potential management measures, and ensure a scientifically sound foundation for the plan.
12:40 – 13:10: Planned MPA Network, Zoning, and Content of the Nature Protection Plan
Ilze Urtāne, the Marine Protected Areas Expert, will present the proposed network of MPAs, the rationale behind the zoning strategies, and an overview of the anticipated content of the Nature Protection Plan. This session will provide a crucial framework for understanding how the various research findings and data analyses are being translated into concrete spatial management measures and conservation actions. Participants will gain insights into the different zones within the MPAs and the specific regulations and activities that may be implemented in each zone to achieve conservation objectives.
13:10 – onwards: Discussion
The final and highly important segment of the meeting will be an open discussion forum. This will provide a valuable opportunity for participants to ask questions, share their perspectives, offer suggestions, and engage in a constructive dialogue on the information presented.
